FASAH registration: how importers get access, and when you can skip it
Registering in FASAH requires a Saudi commercial registration (CR), an importer customs code, and account activation on the platform. Most importers never do this themselves: authorising a licensed broker through a power of attorney gives full clearance capability without operating the platform. This guide by Clearway covers both routes.
What you need before registering
- A valid Saudi commercial registration (CR) with an activity that permits importing.
- An importer number (customs code) issued through ZATCA.
- Authorised-signatory details matching the CR.
- For regulated goods: SABER account for product certificates, SFDA account for food, cosmetics and medical products.
Foreign companies without a Saudi CR cannot register as importers; they either establish a local entity, sell through a Saudi distributor, or use an importer-of-record service.
The broker route: clearance without touching the platform
Saudi law allows a licensed customs broker to act under power of attorney. The importer signs the authorisation once; from then on the broker files declarations, uploads documents, pays duties and receives release orders on the importer's behalf.
This is Clearway's core service: an independent brokerage that files in FASAH for importing companies. The client's only tasks are sending shipping documents and approving the quote. Everything else, classification, bayan, payment, release, happens on the broker's side with status updates at each step.

Frequently asked questions
Can a foreign company register in FASAH?
Not directly: FASAH registration is tied to a Saudi commercial registration and importer code. Foreign sellers use a local entity, a distributor or an importer-of-record arrangement.
How long does the power of attorney take?
Issuing and registering a broker authorisation typically takes a few working days and is done once; it then covers all future shipments until revoked.
Does registration cost anything?
Platform access itself is part of the government service; the practical costs are the CR, the customs code and, if used, the broker's service fee per declaration.
Can Clearway file for a first-time importer?
Yes. Clearway sets up the power of attorney, checks that the CR activity and customs code are in order, and files the first declaration as soon as the authorisation is active.
