A Saudi customs declaration moves through a predictable sequence in FASAH: filed, assessed, routed to an inspection channel, and released (فسح). Compliant cargo passes the whole chain in 1–3 working days. This guide explains what each stage means, typical durations, and the three situations that actually require action.
The normal lifecycle of a declaration
- Filed: the broker submits the bayan with documents; pre-arrival filing is possible and recommended.
- Assessed: ZATCA calculates duty (most goods 5% of CIF) and 15% VAT; certificates are verified against SABER/SFDA automatically.
- Channel assignment: green releases without inspection, yellow means document review, red means physical inspection at the port.
- Payment: duties and VAT are settled, usually by the broker on the importer's behalf.
- Released: the فسح order is issued and the cargo can leave the port.
When a status actually signals a problem
Three situations require action rather than waiting. First, a certificate mismatch: FASAH cannot verify SABER or SFDA for a regulated product, and the declaration stalls before assessment. Second, a value or classification query: ZATCA requests supporting invoices when the declared value or HS code looks inconsistent. Third, prolonged red-channel inspection: physical inspection queues grow in peak seasons before Ramadan and Hajj.
